Within the band means the total matches what comparable kitchens cost in public offers; whether it is sharp then depends on the composition per item. Above the band is a reason to compare per item and negotiate, or to get a second opinion. Below the band sounds good, but check that appliances, worktop and installation are fully included.
The check also looks at the installation share (10 to 15% of the total is common in the Netherlands), at the requested deposit (15 to 25% is common, at most 15% at a CBW-certified retailer, never more than 50% by law) and at discounts larger than the showroom-price mechanism justifies.
